Today, the U.S. Senate Committee on the Judiciary, Subcommittee on Immigration, Border Security, and Citizenship, will hold a hearing: “Comprehensive Immigration Reform in 2009, Can We Do It and How?” The hearing is the kickoff of the immigration debate in the 111th Congress and shows continued momentum toward movement on comprehensive immigration reform this year.
“This past election was a game-changer and both parties are confronted with the new politics of the issue,” said Frank Sharry, Executive Director of America’s Voice. “The election showed that swing voters want solutions to tough problems rather than political finger pointing, Latino voters want their contributions respected rather than their families and rights threatened, and that anti-immigrant activists are more bark than bite. This creates a great deal of new political space for good policy.”
Under the leadership of the Subcommittee’s Chairman, Senator Chuck Schumer (D-NY), the Subcommittee will hear from an array of prominent witnesses who will share their perspectives on the urgent need for comprehensive immigration reform. Witnesses will include former Federal Reserve Chair Alan Greenspan; Montgomery County, MD Police Chief Thomas Manger; evangelical Pastor Joel Hunter of the Northland Church in Central Florida; Eliseo Medina, International Executive Vice President of the Service Employees International Union (SEIU); Wade Henderson, President and CEO of the Leadership Conference on Civil Rights(LCCR); and Doris Meissner, Senior Fellow at the Migration Policy Institute and former Commissioner of the US Immigration and Naturalization Service (INS).
At the request of Ranking Member Senator John Cornyn (R-TX), the panel will also hear from a business representative who supports comprehensive immigration reform, Jeff Moseley, President and CEO of the Greater Houston Partnership, as well as the notoriously anti-immigrant Kris Kobach, who works with the Federation for American Immigration Reform (FAIR). FAIR has been labeled a “hate group” by the Southern Poverty Law Center.
Cornyn’s choice of witnesses reflects the schism in the Republican Party between moderate voices of reason and anti-immigrant extremists. While the 2008 election results should have delivered a final death blow to the Republican immigration wedge strategy, many in the GOP continue to cling to the mass-deportation approach. Meanwhile, new national polling numbers show that the American people strongly support comprehensive immigration reform and expect President Obama to follow through on his campaign promise to address the issue. Polling also shows that if Congress follows through on today’s hearings and engages in practical immigration reform, they will be rewarded with strong support from the American people.
“Sen. Schumer is one of a number of Democratic leaders who now understand that the public wants their leaders to lean into this issue and enact common sense solutions, and we salute him for holding this hearing and officially inaugurating this year’s debate,” said Sharry. “On the other hand, we will be watching with interest to see how Senator Cornyn navigates this issue. He has talked a good game in the past, but when it came to voting he proudly opposed comprehensive immigration reform legislation. Given how the GOP’s attempt to use illegal immigration as a wedge issue has backfired spectacularly, and given the shifting electoral map in Texas and across the country, will he finally have the courage to vote for reform and stand up to the very people that are driving his party over the cliff? Today’s hearing lifts the curtain on what promises to be one of this year’s most dramatic and high stakes policy debates.”

PANEL DEL SENADO INICIA DISCUSION SOBRE COMO AVANZAR LA REFORMA MIGRATORIA
Washington, DC – El subcomité de Inmigración del Senado da luz verde hoy a las audiencias sobre la reforma migratoria amplia con el testimonio de expertos que discutirán la necesidad de dicha reforma y su viabilidad este año.
La audiencia titulada “Reforma Migratoria Amplia en 2009: ¿Será posible lograrla, y cómo?”, marca el punto de partida del debate migratorio en el actual Congreso 111. Asimismo, evidencia el impulso del movimiento hacia una reforma migratoria integral este año.
“La pasada elección cambió las reglas del juego y ambos partidos tienen que enfrentar la nueva política que rodea al tema migratorio”, declaró Frank Sharry, fundador y director ejecutivo de America’s Voice.
“La elección demostró que los votantes oscilantes desean soluciones para los problemas difíciles en lugar de recriminaciones con el fin de acumular puntos políticos. Los votantes latinos desean que sus contribuciones a este país sean respetadas y no que sus familias y sus derechos se vean amenazados. La elección evidenció también que los activistas antiinmigrantes son más frente que sustancia. Esto permite que se cree el espacio político necesario para lograr una buena política pública en el rubro migratorio”, agregó Sharry.
Liderados por el presidente del subcomité de Inmigración, el senador demócrata de Nueva York, Charles Schumer, el panel escuchará el testimonio de una amplia gama de prominentes expertos que compartirán sus perspectivas sobre la urgente necesidad de la reforma migratoria.
Entre los testigos figuran Alan Greenspan, ex presidente del Banco de la Reserva Federal; Thomas Manger, jefe de policía del condado de Montgomery, en Maryland; y el Pastor evangélico Joel Hunter, de la Iglesia Northland, de Florida Central. Asimismo, testificarán Eliseo Medina, vicepresidente ejecutivo internacional del Sindicato Internacional de Empleados de Servicio (SEIU); Wade Henderson, presidente y CEO de la Conferencia de Liderazgo sobre Derechos Civiles (LCCR); y Doris Meissner, ex comisionada del antiguo Servicio de Inmigración y Naturalización (INS) y actual senior fellow del Migration Policy Institute.
A petición del senador republicano de mayor rango en el panel, John Cornyn, de Texas, el subcomité escuchará los testimonios de Jeff Moseley, de la Greater Houston Partnership, un representante del sector empresarial que apoya la reforma migratoria integral. Pero también testificará Kris Kobach, quien trabaja para la Federación Americana por la Reforma Migratoria (FAIR), y es conocido por sus posturas antiinmigrantes.
El Southern Poverty Law Center ha catalogado a FAIR como una organización que promueve el “odio”.
La selección de testigos de Cornyn refleja la división del Partido Republicano entre las voces moderadas razonables y los extremistas antiinmigrantes.
Aunque los resultados de las elecciones del 2008 debieran haber asestado un golpe mortal a la estrategia republicana de emplear la inmigración como tema divisivo, algunos en el Partido Republicano insisten en aferrarse a la idea de abogar por deportaciones masivas.
Entre tanto, un nuevo sondeo demuestra que los estadounidenses apoyan firmemente la reforma migratoria integral y esperan que el presidente Obama cumpla con su promesa de campaña de abordar el asunto. Los sondeos también evidencian que si el Congreso da seguimiento a la audiencia de hoy y busca lograr una reforma migratoria práctica, será recompensado con el apoyo de los estadounidenses.
“El senador Schumer es uno de varios líderes demócratas que entienden que el público desea que sus líderes aborden este asunto y adopten soluciones pragmáticas y lo felicitamos por conducir esta audiencia que inaugura oficialmente el debate de este año”, afirmó Sharry.
“Por otra parte, seguiremos con interés cómo el senador Cornyn piensa manejar este asunto. Aunque en el pasado habló mucho de su apoyo a la reforma, a la hora de la verdad, orgullosamente votó en contra del plan de reforma migratoria integral. Como los intentos del Partido Republicano de emplear la inmigración como tema divisivo han fracasado de manera espectacular, y como el mapa electoral en Texas y a través del país ha cambiado, nos preguntamos si Cornyn tendrá el coraje de votar a favor de la reforma y de enfrentarse a las mismas personas que están llevando su partido al precipicio”, sostuvo Sharry.
“La audiencia de hoy abre el telón a lo que promete ser uno de los debates de política pública más dramáticos y de mayor relevancia de este año”, concluyó Sharry.
